Final Fantasy VI World of Ruin: Finding Friends

Card No. 06·40395 · Updated · Standard formula, shown below

The World of Ruin is the second half of Final Fantasy VI, opening after Kefka destroys the world. Your main goal is to reunite the scattered party members, who are now hidden across the ruined map, and then confront Kefka in Kefka’s Tower. This guide explains how the World of Ruin works, where to find every character, and what to do once you have them.

How the World of Ruin Changes the Game

After the floating continent collapses, the world map is shattered into small islands and continents separated by impassable water. The airship, the Falcon, becomes your primary mode of transport, but it is not available immediately. You start with only Celes on a small island, and must work through a short sequence to regain the airship and begin exploring.

The World of Ruin is non-linear. Once you have the Falcon, you can visit most locations in any order, and many characters have optional side quests that unlock them. The game does not force a specific path, but a few characters are required to progress to the final dungeon.

Finding All Playable Characters

There are 14 playable characters in Final Fantasy VI, and all but one can be recruited in the World of Ruin. The exception is Shadow, who can be saved on the Floating Continent if you wait for him at the escape sequence. If you missed him there, he is gone for the rest of the game.

Here is a list of every character and how to find them:

  • Celes – You start with her on the Solitary Island.
  • Setzer – Found in the town of Tzen, where he is being held by the Empire. Free him to get the Falcon.
  • Edgar – In the town of Figaro, which is now a desert. He is in the castle’s basement, and you need to talk to him to have him join.
  • Sabin – In the town of Tzen, after you free Setzer. He is in the inn, and you need to talk to him.
  • Cyan – In the town of Mobliz, but only after you complete the side quest involving the ghost train. Talk to him after the train appears.
  • Terra – In Mobliz, but she will only join after you defeat the Phunbaba monster and talk to her at the children’s house.
  • Locke – In the town of Narshe, but only after you complete the side quest in the Phoenix Cave. You need to bring the right party members to trigger the event.
  • Gau – In the Veldt, but only after you have recruited Cyan and Locke. He will be there after a random encounter.
  • Relm – In the town of Thamasa, but only after you complete the side quest in the Owzer’s mansion. You need to defeat the boss there.
  • Strago – In Thamasa, but only after you recruit Relm. He joins after you talk to him.
  • Mog – In the town of Narshe, in the basement of the inn. You need to talk to him with a party that includes a female character.
  • Umaro – In the town of Narshe, but only after you have recruited Mog. He is in the basement, and you need to talk to him with Mog in your party.
  • Gogo – In the town of the Doma Castle, but only after you have recruited Cyan. He is in the basement, and you need to talk to him.

The Falcon and How to Get It

The Falcon is the airship that lets you explore the World of Ruin. To get it, you must first free Setzer from Tzen. After the initial sequence on the Solitary Island, you will wash up on the coast near Tzen. There, you find Setzer in the inn, and the Empire is trying to force him to work for them. Defeat the guards and Setzer will give you the Falcon.

The Falcon is not just a mode of transport; it also has a unique feature: it can cross shallow water and land on any terrain, but it cannot fly over mountains. You can also use it to access the final dungeon, Kefka’s Tower, which is located in the center of the map.

Side Quests and Optional Content

Many characters are locked behind side quests that are not required to finish the game but are necessary to recruit them. These quests often involve revisiting old locations and fighting optional bosses. For example, to get Locke, you must go to the Phoenix Cave, which is only accessible after you have recruited Setzer and have the Falcon. The cave is filled with powerful enemies and a boss that is weak to fire.

Other side quests include the Colosseum, where you can bet items to fight monsters, and the Dragon’s Den, a dungeon that appears after you defeat the eight dragons. These quests are not required to beat the game, but they provide valuable items and experience.

Preparing for Kefka’s Tower

Once you have recruited all the characters you want, you can head to Kefka’s Tower. The tower is located in the center of the map, and you need the Falcon to reach it. Inside, you will face a series of bosses, and the final battle is against Kefka in three forms. It is recommended to have your party at level 40 or higher, and to have good equipment and spells.

The tower has three separate paths, and you need to split your party into three groups to reach the top. Each group must have at least one character who can use magic, and you need to be careful with the enemies, as they are some of the toughest in the game.

Common Mistakes and Misconceptions

One common mistake is missing Shadow. If you do not wait for him on the Floating Continent, you cannot recruit him later. Another is assuming that you can recruit everyone in any order, but some characters require others to be in your party. For example, Umaro will not join unless Mog is in your party, and Gogo requires Cyan.

Another misconception is that the World of Ruin is a short section. In reality, it can take as long as the first half of the game, especially if you do all the side quests. It is also not true that you need to recruit all characters to beat the game; you only need three parties of four, so 12 characters total, but you can finish with fewer if you want a challenge.

Frequently Asked Questions

Can I recruit Shadow in the World of Ruin?

No. Shadow is only available if you wait for him on the Floating Continent before the world is destroyed. If you leave without him, he is gone permanently. There is no other way to get him.

Do I need to recruit all characters to finish the game?

No. You need at least 12 characters to form three parties of four for Kefka’s Tower, but you can finish with fewer if you are willing to fight with smaller parties. However, it is easier to have all 14 to give you more flexibility.

What is the best order to recruit characters?

There is no perfect order, but a common strategy is to get Setzer first (for the Falcon), then Edgar and Sabin, then Cyan, then Terra, then Locke, then the rest. This order gives you a strong party early and unlocks most side quests.

How do I get the Falcon?

You get the Falcon by freeing Setzer from the Empire in Tzen. After the initial sequence on the Solitary Island, you wash up near Tzen, and after a fight, Setzer gives you the airship.

What level should I be for Kefka’s Tower?

Aim for level 40 or higher. The enemies in the tower are tough, and the final boss has three forms. Having good equipment and spells is more important than a specific level, but level 40 is a safe minimum.

Is there a way to get Gau without Cyan?

No. Gau only appears on the Veldt after you have recruited Cyan and Locke. If you miss him, you can still finish the game, but you will not have his unique abilities.
