WooCommerce User Roles: Capabilities & Safe Setup

Card No. 06·44764 · Updated · Standard formula, shown below

WooCommerce user roles determine what each person can and cannot do in your store—from viewing orders to editing products or managing settings. This article explains the default roles, their exact capabilities, how to assign them safely, and common pitfalls to avoid.

Background: Why Roles Matter

WordPress ships with five default roles: Super Admin, Administrator, Editor, Author, and Contributor. WooCommerce adds its own set of roles and capabilities on top of these, tailored for shop management. Each role is a bundle of permissions called capabilities. When you assign a user a role, you grant them all the capabilities that role carries. Understanding these bundles is critical because a single misassigned role can give someone unintended access to sensitive data like customer information or payment settings.

The Default WooCommerce Roles

WooCommerce creates three new roles when you activate it:

  • Shop Manager – This role is designed for day-to-day store operations. Shop Managers can view and manage orders, products, coupons, and reports, but they cannot access WordPress theme or plugin settings, nor can they modify users. They also cannot change site-wide settings like the store address or payment gateways.
  • Customer – Assigned to anyone who registers an account on your store. Customers can view their own orders, download purchased files, and manage their account details. They cannot see other users’ data or access the admin dashboard.
  • Guest – Not a true role but a state for users who are not logged in. Guests can only view products and complete checkout. They have no dashboard access.

These roles are automatically created when WooCommerce is first installed. If you delete them, WooCommerce will recreate them on the next activation.

Capability Comparison: Who Can Do What

Here’s a breakdown of key capabilities across the default roles:

  • Manage WooCommerce – Administrators and Shop Managers have this. It grants access to the WooCommerce dashboard and all its submenus.
  • Manage Products – Administrators and Shop Managers can add, edit, and delete products. Editors can also manage products but only if they have the edit_products capability, which WooCommerce grants to Editors by default.
  • Manage Orders – Only Administrators and Shop Managers can view and process orders. Customers can only see their own orders via the “My Account page.
  • Manage Coupons – Administrators and Shop Managers can create and delete coupons. Editors cannot.
  • Manage Reports – Administrators and Shop Managers can view sales and revenue reports.
  • Manage Settings – Only Administrators can change payment, shipping, tax, and other store settings.

Note that Administrators also retain all WordPress capabilities, so they can install plugins, edit themes, and manage users. Shop Managers do not have these.

How to Assign Roles Safely

When adding a new user or editing an existing one, you can select their role from the dropdown under “Role in the user profile. For safe setup:

  1. Give the Shop Manager role to trusted staff who need to handle orders and products but not site configuration.
  2. Never assign Administrator to anyone unless they are a developer or site owner who needs full control.
  3. Use the Customer role for all regular buyers. If you need to grant them extra permissions, consider a custom role plugin instead of modifying the default role.
  4. For temporary staff or freelancers, create a limited role with only the capabilities they need for their task.
  5. Regularly audit your user list. Remove any users who no longer need access, and check that no one has been accidentally promoted to Administrator.

Common Problems and Misconceptions

One frequent issue is that Shop Managers cannot see the “WooCommerce menu item in the admin sidebar. This usually happens because the user lacks the manage_woocommerce capability, which is only granted to Administrators and Shop Managers. If you’ve created a custom role, you must explicitly add that capability.

Another misconception is that Customers can see other customers’ data. They cannot. Each customer only sees their own orders and details. However, be aware that if you have a membership plugin or custom code, it could inadvertently expose data—always test with a second account.

Also, note that deleting a user in WordPress does not delete their orders. The orders remain but are assigned to “Guest if the user is deleted. This can break customer-facing order history, so it’s better to “unassign orders or keep the user account.

Customizing Roles with Plugins

If the default roles don’t fit your needs, you can create custom roles using a plugin like “User Role Editor (free) or “WooCommerce Custom Roles (premium). These let you add or remove specific capabilities. For example, you might create a “Support Agent role that can view orders but not edit them, or a “Warehouse Staff role that can only update order statuses.

When creating custom roles, always start from a copy of an existing role to avoid missing critical capabilities. Test the role with a dummy user before assigning it to real staff.

Security and Safety Best Practices

Beyond role assignment, follow these practices to keep your store secure:

  • Use strong passwords and enable two-factor authentication for all admin and shop manager accounts.
  • Limit login attempts to prevent brute-force attacks.
  • Keep WordPress, WooCommerce, and all plugins updated to patch security vulnerabilities.
  • Back up your site regularly, especially before changing roles or permissions.
  • Never give Administrator access to someone you don’t fully trust—they can change everything, including your payment gateway settings.

If you suspect a role has been misconfigured, you can reset all roles to their defaults by deactivating and reactivating WooCommerce (this only resets roles, not data).

Frequently Asked Questions

Can a Shop Manager view and edit customer accounts?

No. Shop Managers cannot manage users. They can see customer names and emails on orders, but they cannot edit user profiles or passwords. Only Administrators can.

What happens if I delete the Customer role?

If you delete the Customer role, new registrations will fail or be assigned to no role, which can break the checkout process. It’s best to never delete default roles. If you must, recreate them immediately.

How do I give a user access to only WooCommerce reports?

Create a custom role with the view_woocommerce_reports capability and no other WooCommerce capabilities. Then assign that role to the user. They will see the Reports menu but nothing else.

Is it safe to assign the Shop Manager role to a contractor?

It’s safer than giving Administrator, but still risky. Shop Managers can edit products and orders, which could be misused. For contractors, consider a limited role with only the capabilities they need for their specific task.

Can I change the default role for new customers?

Yes. Go to WooCommerce > Settings > Accounts & Privacy and select a different default role from the “Default customer role dropdown. This is useful if you want all customers to be subscribers or a custom role.
